Where does it say that PSPA needs to be terminated to terminate Conservatorship?
If so, does it not also means cancelling warrants?
PSPA is authorized by HERA. No further Congressional approval is required as long as it is in compliance with HERA.

During TARP bailout out of banks there was no conservatorship.
