freddie: works with smaller banks and credit unions
fannie: does primarily single family home mortgages
freddie: does more larger multi unit properties
So their lending programs and purposes for those programs are different, and fannie enjoys a much larger market for what they do so they will always be bigger currently. At least until we turn into China and there are high rise apartments everywhere, lol. Then Freddie will take over.
