How many huge well intentioned plans don't work out as well as the designers hoped. Think public private infrastructure projects. How many come in greater than at least twice the original budget. I'd guess there is more to that Chemonics International-USAID project than your devex.com says. It sure as hell is not a criminal organization as Musk says.
