There is no way to interpret Bessents response other than the GSEs are going to be released. Check out Questions 68 to 84. It all comes down to being briefed by the UST Staff and working with the FHFA Director. He commits to work with Congress but as Laurie Goodman has already stated in the Urban Institute seminary - there is no need to get Congressional approval for release.
