So, Mabanaft won't sign anything until the chart say they should? In fact, nothing will happen worth an update because the chart won't allow it?

Correct me if I'm wrong, but don't charts show people's response to things that have happened and not the other way around?

People's actions are not ruled by charts. I don't care what psychics, or you, say on the matter.
