SP/LP is declared paid off
GOV - TREASURY exercises the warrants - and then sells the shares it acquires - over some period of time --- with this SALE to the public being the NEW profit the GOV would announce (while it agrees to kill the SP/LP and end that debate)

variance from this would IMO be a surprise by now
