Sorry to say but I've been fighting NSS since 2009, mostly in the pinkie market. It was present across the broader markets but rare. 

The whole premise is to flood the stock with fake shares that it crashes the stock price to .0001 

Than the company has to do a RS to save itself ( temporarily by the way ) 

They bankrupted over 7000 small burgeoning companies that way until the SEC basically shut down the penny market 3 years ago in September. 

Plenty of stinkie pinkies left to trade but more so on their own merit. 

Naked shorting on kulr I can tell you is a total farce... 
That website is a clown show at best and shouldn't be paid any attention too. 

Don't confuse legit shorting of a stock with Naked Short Selling
