The Social Security Cost-of-Living Adjustment (COLA) cannot be changed without legislation.
I think they can and do it though the scrotum court.

What group in congress can stop them with legislation. I think you think there's still enough people who will counter the vote. I don't believe we have the numbers at all.
80-20 is sadly a speculation and we'll know soon enough how that vote goes.
