It is not "college bloat". It is administrative bloat. When I was in college, most employees were professors. There was one dean per class, and they were also teachers. Then there was a dean for the whole school, and the president.
Nowadays, there're vice presidents, provosts, more and more deans, assistants to deans, and assistants to assistant deans. Most of them do not teach. And as a friend of mine said in the '90s, the "merest deanlet" is paid more than professors. It has nothing to do with politics. You really ought the READ the articles you cite.
And the first article was absurd. Winger stuff.
