What is a "shitter bill"?

And as I said several times yesterday, people wanted change in 2016, and elected Trump. Then they wanted change in 2020, and elected Biden. And now they want change in 2024, and elected Trump again.

I think we should decide what KIND of change we want. What we'll get now is not the kind I want.
