If one can believe the design group, were artistically ignorant of any associated symbolic conflicts that ALL designers keep cognizant when working, then the American Conservative Union should have caught it. I submit they were fully aware of the symbolic nature of that design.
It was at a time when people were posting about the gop and nazi affiliation and actions.

Maybe some gop/maga loon thought it would be a good inside joke.
