Yes. I'm reminded of back when the barbarians were so pleased with themselves for driving the Romans out of Britain and Gaul, and finally, most of Italy.

The center of civilization outside of Asia moved first to Western Empire and Constantinople, and then to the Middle East and Africa where Islam was rapidly expanding and creating a new culture.
