That is a valid school of thought. There is at least one person with the point of view that the expansion was built and basically reserved for a specific customer(s). Timing of the build was based on anticipated (hopeful) drug approval of late-stage drugs. Thus there is no real selling other than to keep the previous capacity full.
I wouldn't even be surprised if the customer intends to buy Avid when some amount of the drugs are approved.
If your take is correct, then I agree heads need to roll. I'm just not convinced yet.
