I'm confused so maybe you can help me - Raygun took office in 1981 and his first budget was passed in September 1981. As a matter of fact that graph might be for Carter's 4 years at the beginning and Trump's is shown when Biden's name as Biden only started in 2021. So what is that graph saying - certainly not Biden's results
