The obvious question would be, with this obligation you speak so eloquently about, why was the National Pandemic Playbook ignored, then? Such that the Trump administration's response to the pandemic was widely regarded as nothing less than disastrous, so bad it is given credit for hundreds of thousands of excess deaths?
