You lie why do you lie? They did not pass a law that states everyone from 18-60 needs to report to fight. The law they passed lowered the draft age from 27 to 25.

You're confusing their martial law that states anyone from 18-60 cannot leave the country unless they have an exemption. They need an economy to function during this war.
