1. Promise the moon (but phrase the promise in such a way that it is interpreted as FACT by the believers)
2. When the "day of reckoning" approaches, delay, delay, delay with regard to the previous promises, but phrase the language so as to let the believers continue believing in the amazing story that is unfolding (in reality, the unfolding is the repetition ad nauseam of delays, excuses, new promises/"facts", new delays, new excuses .....)
