Still confused. lol. But first, the number I wrote down is different than the one in that link. I have it as 3196, not 3916.
Now, about my confusion. Shouldn't that be the company number and not Richard's? Why would Richard answer?

We are requesting the Transfer Agent to confirm:
The Issued shares remain at 300,471,362.
The initial stock issued on take over remains restricted.
That there has been 1 only person authorized to issue stock.
This letter will be published.
