The Tesla video you shared I think explains this - only 4 customers all large retailers not the small drayage fleets that HVIP is targeted at.

that video makes you believe they are the only company with electric class 8!
Nikola had 200 in the field before the recall and probably now have 100+ FCEV and 100+ BEV back in the field.
