It wasn't a "certain amount of money", it was a certain amount of donors. He needed 40k individual donors and he bought them with $19 payola.

They were not votes per se, but he needed a specific number of donations that signified enough support to get a place on the stage. Whether it violated campaign finance rules is uncertain, as new schemes are being hatched as fast a rules are being written.
