All projects start with a proposed budget and a group of investors that want to invest in it. If the project goes significantly over budget, it is not unusual for some participants to want out. In other words, the project ended up being too expensive for them. This can happen to any operator, leading to curtailed projects, or delayed projects while the operator tries to find additional funding to complete it. Nothing out of the ordinary here. This happens all of the time in the oil patch, particularly for expensive projects conducted by small, under funded operators.
