original post taken down after much contemplation of event we know The rights didn't disappear IE either ERHC or Kosmos possessed rights to block 4 those rights were then horse traded to Sao Tome for Something major ERHC /TOTAL would not just let them go without something in return ERHC also had 15 % rights to block 4 and surely could have acted upon them before invite to Shell was given to bid and PSC invite Your educated Postulation that there is a bigger plan being worked out the last 1 1/2 years Has to be the case SAO Tome and group had to have worked this out because Total has resources to spend a decade in court or more.
Shell wanted a do over for block 4 so the rights would not be able to be contested ERHC will benefit from the EEZ and JDZ(Nigeria's award to EO seemed timely for these negotiations in JDZ) the wait now is IMO waiting for the finish agreements(probably with JDZ) and then the ink to dry This reality is or a variation of what took so long for SAO TOME to offer to Shell EEZ block 4 and determine the future of 15 % of any other block not under PSC (BL 4) Anything else would lead to EEZ and JDZ being unfruitful for Years into the future.
