Trump's behavior is unprecedented. GOP rationalized that impeachment wasn't needed because the legal system would hold Trump accountable after he left office. Trump never wanted trials to prove his innocence, his lawyers obliged him with appeals, and slow walking judges added to the delay.

The 'too close to the election' rule wont apply because it only applies to not indicting someone close to the election.
