You break the law you go to jail, nothing should have changed but it has based on Liberal policies. Let them all out to commit more serious crimes, not a solution here. Americans who work hard for a living are usually the ones getting hurt by these non conformist, not working slugs in our society. They steal because they are too lazy to get a job. Robbing someone who has made a business for themselves is not right and should be punished with jail time period, no exceptions.
