The settler movement my not be acting under the color of law as such, but they are acting with the blessing of the authorities, and with and under the protection of the IDF.

They are the shock troops. And when they've cleared an area the outpost becomes a settlement and Israel can recognize it, claiming their hands are clean. They are not.
