Yes obviously.. but they are not the share you and everyone else can purchase/trade freely and daily on the open market.
Hence they wont be part of a run… or at least shouldn’t. An insider can dump if no restriction of their shares, but doubtful… and this would slow/break a run.
An insider can also sell/trade their shares to anyone but its not done with the Bid/Ask like we do.

Smaller Float = Faster Higher Run, Small Ask, More Volatile, can crash quickly on low volume sales.
Larger Float = Slower Lower Run, Big Ask, Less Volatile can hold up to decent swings in volume sales.
