I think Warren doesn't have a SodaShop till H3 completes it and gives it to him at the Grand Opening. So he has nothing to say at this point till the work is done.

Who's to blame, I don't know. I don't think H3 knows either till "loose ends" get taken care of. Some of it is on the City's end with slow permitting. None of the signs have been put up on the building yet, I've noticed.
