They need to use a better newswire service like PR or Business wire imo. And as long as they huge RS ratio is hanging out there in a filing, this is not going to move.
They need to change the language that the "RS will be commensurate with the PPS resulting in a $10 PPS, but no more that 1-1000 if the PPS at the time of RS is .01 or less
