An IRA (whether ROTH or traditional) is just a basket. You can own anything within the basket you want (except physical real estate, physical commodities, collectables, puts and calls, and futures contracts).
So you can own Mutual Funds, Exchange Traded Funds (including REITS, Gold, Silver, Commodities) REITS, Closed End Funds, and stocks.
If you want to own something other than mutual funds the account has to be held at a brokerage.
If you want Vanguard funds the account shoud be at Vanguard.
