Expand or shift? Or both? They have consultants with government contacts and expertise with how their Indian government operates.

Hard for me to latch on to why someone would ask why expand when you haven't gotten it to work in Vietnam.

Why not go with all 5 or 6 of your top hybrid lines to different parts of the globe? See if the same lines do better in different countries, or what line is the best performer in the field. Most people wouldn't ask why someone should diversify, on/at any level.
