Bolivia - Mining and milling throughout the fourth quarter
at the high grade silver-zinc San Vicente mine -
continued uninterrupted and annual production -
and cash costs were in line with expectation.

For the full year 2006, the mine produced 0.3 million ounces
of silver,
compared to 0.08 million ounces in 2005,
at a cash cost of $3.49 per ounce.

Processing at the Chilcobija plant continued
under the 150,000 tonne toll milling agreement
entered into in August 2006.

At year-end over 34,500 tonnes of ore had been processed
under this agreement,
with an additional 45,000 tonnes either stockpiled ahead of,
or being processed in, the plant.

Anticipated silver production for 2007 -
is 0.5 million ounces.

Feasibility analysis and engineering plans
to expand mine production and build a new mill
on the property have been completed;

Evo Morales accepts not to raise the taxes -
to choke the mining protests -
ICM hike cancelled -

Note. another source supporting the interpretation that
the suspension of ICM hike is applied to
the mining sector as a whole:

Year IX - Madrid -
Thursday 8 of February of 2007 -

The mining Government of Bolivia and cooperativistas have reached
today an agreement that has made possible the suspension of
the protests that these were carrying out from the past Tuesday.

Evo Morales has accepted to lapse its plan to apply a tax
increase to the private mining.

The Bolivian agent chief executive has directed personally a
negotiation that has extended more than six hours and has
sealed the agreement with a hug to the leader of the Federation
of Mining Cooperatives (Fencomin), Andrés Villca.

The cooperative sector is had it jeopardize to look for next
to the Government mechanisms to improve the fiscal collection
of the mining sector.
The pact jeopardizes to the search of mechanisms for
“democratizar the tax system” under the principle of which
“the one that more desire, more payment”.
This way the cooperativistas resigned to their initial
exigency of being excluded from a rise of the exemptions
that the mining producers pay.

The Executive, on the other hand, will support the reactivation
of the mining with credits of 10 million dollars
(more than 7.5 million euros) to the private sector.

President Evo Morales and the representatives of Fencomin
have also decided that the representation of the directory
of the Mining Corporation of Bolivia (Comibol) will be
proportional.
Thus, he will be formed by two representatives of Fencomin,
two representatives of the Union Federation of Mining Workers
of Bolivia and two representatives of the National Government.

the important passage in Spanish:

...El Gobierno de Bolivia y los cooperativistas mineros han
llegado hoy a un acuerdo que ha posibilitado la suspensión
de las protestas que éstos estaban llevando a cabo desde
el pasado martes.
Evo Morales ha aceptado dejar sin efecto su plan de
aplicar un incremento impositivo a la minería
privada
....De esta manera los cooperativistas
renunciaron a su exigencia inicial de ser excluidos de un
alza de la regalías que pagan los productores mineros.
