With everything you stated. Work out the remaining items to have a final R/M that is starting off on the right foot for all sides including the shareholders. A slight increase in O/S is nothingness with the size of contracts and whatever else that may be coming along the way! Honestly this puts more believability in the magnitude of the R/M. Something this large would most definitely have stumbling blocks along the way!
