It seems the required disclosure is bank accounts with over $1000 in them at particular date, so given that he is a religious fanatic it is possible that his check goes into his bank account and then right out to a religious foundation established to do religious things -- including taking care of the financial needs of his family.-- do not see anything illegal about that so long as he doesn't try to deduct the entire amount as a charitable contribution -- just a guess
