sabotaging the irs was a orangedonshittypants's desire for long term control of the rich's tax breaks with a crippled irs not able to investigate mega rich corruption.
No link but the cuts to the irs I believe encompassed a lot of high income bracket laws and rights for the irs to investigate those parties.

In short it appears the cuts would be cherry picking in favor of the rich.
