" Biden" would not get the money. That is not how the government works windfall or not. Expenditures are authorized by the congressional budget process. The money would go to the treasury and sit and wait to be authorized to be spent, it would not be viewed as earmarked for housing either. Unless this all happens before the fact wherein Congress authorizes the sale and use of the proceeds. The ending of the conservatorship will have to happen via Congress. Courts can't order the release either. The limited, longshot, hope is a bipartisan group gets together and figures out how to benefit themselves and their friends, the lawyers and bankers. Luckily there is enough money to go around. In this case, the solution to corruption is more corruption.
Trump is not going to be the next president. Very difficult for the Republicans to win this go around, they are the best hope for something like this as they don't actually believe in anything and are brazen, the only way they can really pull it off is to pay off enough Democrats. And it will have to be through legislative action. This is doable because no one will care, Fannie Mae is boring and like insurance, people cant bare to think or talk about it.
