Sometimes the feds don't know that they need more information until they are well into a review. It is typical for the gov to come back and request further documentation if they don't understand a number, a calculation, or an event. They are looking at more than the contract, they are looking at the statement of revenues etc. You are acting like the feds can do this much faster than a CPA. The suspension was the hammer for not getting information sooner, it has nothing to do with the time it takes to review it.
