are you suggesting - with the post content below - that NKLA can on any day sell NEW shares to raise capital ? --- that there is some GOV or ? filing and PROSPECTUS that allows/covers this?

NEWS to me --- so "what filing" with whom? (link?)

According to the latest filing they can sell upto 250 million shares at market prices
