why hire two sericulture experts instead of one?

It's speculation, but if they plan on getting DOD funding, there will be plenty of planning, setting up, and work to do for 2 people. The experience is good to have in pocket from the beginning.

Thus, I don’t believe there are a multitude of sericulture experts in the US, much less two of them who want a job at the same time.

All told, it probably means they brought them in from outside the US.
