Yeah, either Ol' Joey was playing fast and lose with the fraud laws or what the hell? He must have issued the last one as payment or something. And, absolutely no lender will lend to an entity knowing it will be sold in 5 days? Maybe that's why Chad still has him on the books on the OTC site...so he can take the liability?
