I'm not entirely sure what Finra's guidelines are for delisting a dead ticker. I do believe that so long as people are willing to trade it, they may not bother. These types of issues are probably pretty low on their priority list.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
