Maybe Sandra does not want to jeopardize her own job.

The FHFA is a gigantic bureaucratic hydrocephalus that feeds on FnF revenues and grows heavier every day. Why should Sandra put all this hard-earned achievement at risk?

But, she does not see that releasing the GSEs from C-ship is her responsibility.
