I would vote no...but that is my own personal opinion. It would tell NKLA to get money elsewhere instead of from shareholders. They already received enough money from shareholders. Tons of government funding available. They just don't want to do the hard work. Getting more from shareholders is the easy way out. I would prefer the more profitable way out. Get better sales people. Sell some trucks. Get more efficient at building...not because you have to like firing people because they cannot afford them...don't hire all of the extra people in the first place. Explain that the only way to get a hydrogen refueling station is to also build trucks with the same money. You won't know if it all works right if you don't have trucks to test...that way you can get around any possibly clauses where the government says...you can only use the funds to build the infrastructure. I would say...we need x amount of truck using that money to test the infrastructure.
