I guess my point is that I had some first hand experience with how the guy operated. He intimidated his inferiors and superiors into acting in what may not have even been in their own best interests, and saw little need to inform either of why he was taking the actions he took.

It wasn't too hard imagining him in private treating his future boss (G. W. Bush) in the same manner when it came to taking actions leading up to the Second Gulf War.
