I dont think Mirage would be going to all this trouble if they felt that there would be regulatory issues. Definitely possible there could be, thats always a risk, but I get the feeling that we'll be fine. Especially for the isthmus project Mirage #3 the US govt. should have nothing to do with it, none of their beezwax.
