All due respect to Jimmy Carter, and not disputing his take on our history, but the only reason China isn't currently at war with several of their neighbors in the South China Sea, or the nations along the Pacific Coasts of South and Central America, is that none of those nations have the wherewithal to stand up to China's bullying and outright aggression.
