Don't underestimate the political rivalry between Democrats and Republicans. It could be, for example, that a new Trump administration arranges for recap/release just to snub Democrats - and, of course, to use the estimated $100 billion resulting from recap/release for its own purposes.
And it could even be - no matter how unlikely it seems - that the "Sleepy Joe" administration anticipates this and therefore preempts the Reps by releasing the twins before 2024.
no one is getting a dime out of this, commons or pfds. there is no incentive for admin to do anything especially when all courts including scotus have blessed the loot.
