but as I have read mass media articles

the intent is NOT lower interest rates ---- but greater (10%?) access to the mortgage -- by counting past rental behavior and such

So F and F may be taking on more risk so it adds to the fees of those who can afford it to avoid losing money

but I have not read where those helped will get lower rates
