1) What investors are waiting for is closure of the property and the refitting to begin.

If they got the money to buy the property, equipment and the labor force to install it they secured the loan. (IMHO , Still think 50 mill in insurance wrap is being confused with needing to borrow 50 million dollars to get operational. We will see)
