The electric zapper you reference is discredited technology.

Inovio picked it up at the equivalent of a bio yard sale price.

It's a gimmick Inovio used to continue a steady stream of misleading PRs- hundreds and hundreds and hundreds of them.

The main pushers of Inovio's BS was Avtar Dhillon and his acolyte Kim. The former is currently facing stock fraud charges related to another scam he was knee deep in.
