Supposedly ending the NWS was just a pacifier for shareholders. Remember, "one-of-them" was in charge of the Treasury and sure as hell didn't have any intentions of lifting the conservatorships. In regards to FHFA, a dead body was in charge there so no action was ever going to occur. Reality is that the NWS has never been "officially" ended in written form, only halted.
